INEA is the executive body for environmental policy in Rio de Janeiro state — responsible for licensing, enforcement, monitoring and management of conservation areas. Each of these functions operated with legacy systems, paper-based processes and public portals that barely worked outside business hours.
We served as the agency's technology partner between 2018 and 2022, in waves: starting with internal registration and protocol systems, advancing to the Environmental Licensing System and finally redesigning public portals with a focus on proactive transparency and digital service delivery.
The premise was never to replace everything at once. It was to deliver value in short cycles, keep the service running during the transition, and respect the real constraints of the public sector — auditing, procurement, accessibility and legacy.
